Job summaryThe Deputy Head of the Referral Coordination Hub (RCH) is a senior clinical leadership role within the West Midlands CAMHS Provider Collaborative (WMCPC). Working in partnership with the Head of the Referral Coordination Hub, Consultant Psychiatrist and Band 7 Clinical Nurse Specialists, the post holder will provide strategic, operational and clinical leadership to the Regional Referral Coordination Hub, ensuring the delivery of a safe, responsive and clinically robust service for children and young people requiring access to Tier 4 CAMHS services.
The Referral Coordination Hub acts as the regional single point of access for all referrals to Tier 4 Child and Adolescent Mental Health Services across the West Midlands. The post holder will play a pivotal role in ensuring children and young people are assessed consistently against nationally commissioned service specifications and clinical thresholds, promoting equitable access to specialist services whilst ensuring care is delivered within the least restrictive environment wherever possible.
The Deputy Head will provide expert clinical leadership for the Specialist Gatekeeping Service, ensuring that all referrals receive timely, evidence-based multidisciplinary review and that appropriate alternatives to inpatient admission have been fully explored before admission is recommended.
Main duties of the jobWorking across organisational boundaries, the post holder will support the development of integrated pathways which improve patient flow, reduce unnecessary admissions, minimise out-of-area placements and ensure children and young people receive the right care, in the right place, at the right time.
The Deputy Head will regularly chair complex multi-agency professional meetings, Enhanced Gatekeeping Meetings, provider meetings and clinical discussions to support robust clinical decision making. The role also includes representation at Care, Education and Treatment Reviews (CETRs), Local Area Emergency Protocol (LAEP) meetings, safeguarding meetings, Dynamic Support Meetings and other regional forums where specialist Tier 4 expertise is required.
The post holder will provide expert advice regarding Tier 4 admission thresholds, clinical risk, restrictive practice, admission avoidance, internal transfers, discharge planning and complex care pathways. They will work collaboratively with clinical teams across community, acute and inpatient services to ensure that every child or young person receives care that is proportionate to their needs and consistent with national policy, clinical evidence and best practice.
The Deputy Head will deputise for the Head of the Referral Coordination Hub as required, providing operational leadership across the service and ensuring continuity of clinical leadership, governance, performance management and workforce oversight.

Qualifications- Registered Mental Health Nurse with registration
- Educated to Degree level in relevant field, or equivalent professional training qualification
Knowledge and Nature of Experience- Significant experience operating as a Band 7 or above
- Health related degree or equivalent
- Experience of collaborative working in CAMHS across organisational boundaries
- Extensive Experience of working in CAMHS Mental Health in a lead role
- Experience of team management and performance management skills.
- Experience of leading on planning and delivery of service development in CAMHS
- Experience of delivery in CAMHS NHS context
- Previous experience in project and/or programme delivery
- Experience of delivery of transformation projects in CAMHS
- Experience of service transformation
- Understanding of CAMHS Tier 4 mental services, urgent care and community clinical pathways, and outcomes. including processes to support the management of patient flow
Professional/Managerial/Specialist Knowledge- Proven ability to provide clear clinical leadership and management skills, including clear objectives and motivate staff to achieve them
- Self-motivated and able to work independently using initiative
- Able to contribute supportively and confidently as part of a senior management team and across organisations
- Effective communicator with a range of stakeholders (including service users, carers, and staff) - able to negotiate and persuade in complex and difficult situations

- Proven ability to write clear and concise reports in a range of contexts, for a range of audiences, to a high standard within set timeframes and challenging deadlines
- Knowledge of legislation, specifications, good practice, and policy guidance relating to CAMHS Tier 4 and commissioning.
- Capacity to develop and implement policies/procedures/standards.
- Ability to supervise registered staff as required, including staff appraisal and development, performance management skills and PDR process
Desirable- Understanding of commissioning and contract management processes and ability to work in partnership with finance, contracting and NHS England colleagues.
Personal Skills/Abilities/Attributes- Excellent interpersonal, communication, presentation, and negotiation skills.
