Job summary
An exciting opportunity has arisen for an internal secondment into the new role of Digital Matron role for Norfolk Adults. The postholder will have strong clinical and operational leadership skills, along with a passion and recent experience of digital change and innovation.

The digital matron will act as a senior leader and critical link between frontline clinical practice and digital transformation, ensuring technology is adopted in a way that improves care quality, patient outcomes, and staff experience. The digital matron role provides clinical credibility, operational understanding, and digital expertise to support sustainable change.

Main duties of the job
The digital matron will have a key role in the development and improvement of electronic patient records, digital communication tools, data-driven service redesign and preparedness for the implementation of block deconstruction and activity-based payments. The digital matron will ensure digital transformation in Norfolk Adults is clinically led, practically implemented, and successfully adopted, translating technology investments into improved outcomes, efficiency, and patient experience.

The post holder will play a key role in:
  • Driving digital maturity across services
  • Leading clinical engagement and change
  • Supporting benefits realisation from digital investments

The Digital Matron will be instrumental in:
  • Moving the organisation from digital implementation to value realisation
  • Embedding digital within business-as-usual clinical practice
  • Supporting delivery of population health, workforce, and integration priorities

Job responsibilities
1. Clinical Digital Leadership
  • Act as a visible clinical leader for digital transformation
  • Champion the adoption of digital tools (eg, EPR/ECR, mobile working, shared care records)
  • Ensure digital solutions align with safe, high-quality patient care
  • Represent nursing and AHP perspectives in digital programmes

2. Adoption & Change Management
  • Lead frontline engagement and behavioural change
  • Deliver training to groups of staff
  • Support clinical teams to transition from legacy to digital workflows
  • Identify and address barriers to adoption, using persuasive and motivational skills
  • Act as a clinical translator between IT/ digital teams and operational services

3. Digital Workforce Capability
  • Support development of a digitally confident workforce
  • Embed digital competencies into:
    • Induction
    • Training programmes
    • Professional practice
  • Provide coaching and support to staff on digital systems and tools

4. Benefits Realisation & Improvement
  • Ensure digital initiatives deliver measurable improvements, including:
    • Productivity gains
    • Reduction in duplication
    • Improved patient outcomes
  • Work with analysts to track and evidence benefits
  • Identify opportunities for continuous improvement and optimisation

5. Patient Safety & Clinical Governance
  • Ensure digital systems support safe clinical practice
  • Escalate risks associated with digital systems
  • Contribute to digital clinical safety assessments where applicable
  • Support incident review and learning related to digital systems

6. Service Development & Innovation
  • Act as a conduit for identifying digitally enabled service improvements
  • Support piloting and scaling of innovations
  • Work with internal and system partners to align with system-wide digital priorities
  • Be responsible for writing and embedding the SystmOne Operating procedure, including mobile working guidance
  • In partnership with the Digital services, create a digital strategy for Norfolk Adults

7. Partnership & Collaboration
  • Work collaboratively across:
    • Clinical teams
    • Leadership teams
    • Digital / IT teams
    • Operational managers
    • ICS / system partners
  • Contribute to regional/shared programmes where required

8. Finance and Budgets
  • Be responsible for the purchase of assets as required and as approved by the budget holder

Person Specification
Qualifications
Essential
  • Masters-level qualification or equivalent experience
  • Evidence of continuous professional development
  • Registered Nurse or AHP

Desirable
  • Change management training/ qualification

Experience

  • Significant clinical leadership experience
  • Experience of service improvement or transformation
  • Involvement in digital or IT-enabled change projects
  • Staff engagement and leadership experience
  • Competent in the use of SystmOne

Desirable
  • Experience in mobile working or data platforms
  • Involvement in ICS / cross-organisational working
  • Quality improvement methodologies (Lean, QI, PDSA, COM-B)
