Job summaryThe Clinical Lead for Medicine Division Locally Employed Workforce will provide visible clinical leadership, oversight and advocacy for locally employed doctors across the Medicine Division. The post holder will support the development of a consistent, high-quality experience for locally employed doctors, ensuring that doctors in these roles are effectively inducted, supported, supervised, developed and integrated within clinical teams.
The role will work closely with Chiefs of Service, Clinical Leads, General Managers, Medical Staffing, Medical Education, Guardian of Safe Working, rota teams, HR colleagues to improve retention, pastoral support, governance, workforce planning and professional development for locally employed doctors.
Main duties of the job1. Clinical Leadership and Professional Support- Provide divisional clinical leadership for locally employed doctors, ensuring they are recognised as a valued and integral part of the medical workforce.
- Act as a point of contact and escalation for themes affecting locally employed doctors, including supervision, wellbeing, role clarity, training opportunities and professional development.
- Promote an inclusive culture in which locally employed doctors are supported to contribute to safe, effective, patient-centred care.
- Support supervisors and clinical teams to provide appropriate clinical supervision, regular feedback and timely escalation of concerns.
- Champion fair and consistent access to educational, governance, audit and quality improvement opportunities.

2. Induction, Education and Development- Work with Medical Education, Medical Staffing and specialty teams to develop and maintain a consistent divisional induction process for locally employed doctors.
- Ensure locally employed doctors receive clear information about their role, responsibilities, supervision arrangements, escalation routes, rota expectations and access to Trust systems.
- Support the development of clinical teaching, simulation, audit, quality improvement and portfolio opportunities appropriate to locally employed doctor roles.
- Encourage engagement with appraisal, revalidation requirements and career development pathways, including progression into training, SAS roles or other career routes where appropriate.
- Promote attendance at relevant governance, morbidity and mortality, teaching and departmental meetings
3. Workforce Planning, Recruitment and Retention- Support divisional oversight of the locally employed doctor workforce, including establishment, vacancies, turnover, deployment, supervision and safe staffing risks.
- Work with operational, HR and medical staffing colleagues to improve recruitment processes, role descriptions, onboarding, contract clarity and retention of locally employed doctors.
- Contribute to medical workforce planning discussions, ensuring locally employed doctor roles are appropriately considered within specialty workforce models.
- Support services to identify where locally employed doctor posts require clearer governance, supervision, rota alignment or educational support.
- Advise on opportunities to improve the experience of locally employed doctors and reduce avoidable reliance on temporary staffing where substantive roles would better support service sustainability.
4. Governance, Quality and Safety- Ensure themes affecting locally employed doctors are appropriately represented within divisional and Trust governance, workforce and quality forums, including Divisional Board and Medical Professionals Workforce and Professional Issues Meeting
- Promote adherence to Trust policies, statutory and mandatory training, appraisal requirements, information governance, health and safety, safeguarding and professional standards.
- Work with clinical and operational leaders to ensure escalation routes are clear when locally employed doctors raise concerns about workload, supervision, patient safety or wellbeing.
- Contribute to assurance reporting as required, including updates to divisional meetings on progress, risks, achievements and improvement actions.
5. Engagement and Communication- Establish effective mechanisms for listening to and engaging with locally employed doctors across the division.
- Represent locally employed doctor perspectives in relevant divisional and Trust forums.
- Work collaboratively with specialty teams to share good practice and support consistent standards across services.
- Promote clear communication between locally employed doctors, supervisors, rota coordinators, medical staffing and operational teams.
- Support a psychologically safe culture in which concerns can be raised early and addressed constructively.

Person SpecificationQualifications and professional registrationEssential- GMC-registered doctor with a licence to practise; substantive consultant, SAS doctor or equivalent senior medical role with credibility across clinical teams.
Desirable- Postgraduate qualification in medical education, leadership, quality improvement or healthcare management.
Clinical leadership experienceEssential- Experience of clinical leadership, supervision, mentoring or educational support for doctors.
Desirable- Experience supporting locally employed doctors, SAS doctors, resident doctors or international medical graduates.
Knowledge and understandingEssential- Understanding of medical workforce challenges, safe staffing, supervision, clinical governance, appraisal and professional standards.
Desirable- Understanding of job planning, medical rostering, exception reporting and NHS
