Job summaryOur Clinical Costing Manager will lead the continual development and embedding of Patient Level Information and Costing Systems PLICS across one of the most unique healthcare systems in the British Isles.
Operating outside the NHS but aligned to its best practice, this is a rare opportunity to shape costing methodologies across health, ambulance and social care within a single system. You will take ownership of the PLICS strategy and set workplans, developing and improving costing models, strengthening data quality, and producing insightful analysis that informs service performance, strategic decision making and long term financial sustainability.
Working with finance, digital and operational leaders, you will provide expert interpretation of complex costing data, benchmark services internally and externally, and support business cases, service redesign and performance improvement. This largely autonomous role is ideal for an experienced costing accountant ready to lead, influence and embed patient level costing at scale.
You will be a qualified accountant ACA ACCA CIPFA or equivalent with strong experience as a subject matter expert in healthcare costing, including PLICS or service line reporting, and someone who takes pride in their craft, enjoys influencing at senior level, and is motivated by the opportunity to have visible, system wide impact.
Main duties of the jobThe Analytics Team Manager manages a team of professional analysts / statisticians to provide insight to various stakeholders with either a Departmental, Government or Island-wide focus. Informing effective, evidence-based decisions and driving continuous improvements in performance, service quality or delivery, value for money, strategic priorities and outcomes for Islanders.
The post holder will act with autonomy where expected results are defined at either Head of / Principal or Director level. They are guided by principles, broad occupational policies as well as regulations. As a role model in their data profession and subject matter expert of their service area, they will also possess a broader understanding of the Islands challenges, the Council of Ministers priorities, Government Plan and their Business Plan and how changes in these can affect the demand for data.
The post holder will lead, manage and coach their team in the core competencies required for quantitative and/ or qualitative data professionals and contribute to Government-wide understanding / learning and development initiatives to improve data literacy across the organisation.

Job responsibilitiesContributes to discussions with senior stakeholders to influence quantitative and/ or qualitative data approaches and develops key performance measures for data integration and quality.
Maintains a deep understanding of data sources, methods of collection / research and interrogation, to ensure their team have the support / training to administer the most appropriate quality assurance methods. Ensures documentation, change control and testing systems and processes are in place to ensure data is reusable.

Person SpecificationExperienceEssential- Significant relevant technical and professional experience post qualification (e.g. 10 years)
- People and project management experience.
- Experience of influencing and continuous improvements
- Experience working effectively with a range of stakeholders including Senior Officers and Ministers, within a political environment, leading challenging messages.
QualificationsEssential- In depth specialist knowledge of analysis / statistics and the use of information across the GoJ / the Island acquired through degree level in a subject with a significant numerical component (e.g. Maths, Science, Social Science), or equivalent.
- Plus additional knowledge of staff (CMI Level 5 Management Training) and project management acquired through training and relevant experience.
- Evidence of ongoing personal and professional development.
Desirable- May have post graduate qualification / deep expertise in a narrower range of specialisms.
