Job Title: Deputy Chief Medical Officer (DCMO) - Professional Practice and Support

Accountable to: Chief Medical Officer (CMO) Contracted Time
6 Programmed Activities (PAs) per week for Responsible Officer (RO) and Medical Professional Standards duties, including senior leadership meetings
Clinical activity in any speciality (up to 4 PAs) to be maintained in agreement with the CMO under a standard Consultant or SAS contract.
20% responsibility allowance

Base
NELFT headquarters with options for working from home and cross-site working across the Trust footprint. Travel will be required. Support

This is a very senior and influential medical leadership role in the Trust, reporting to the Chief Medical Officer, and one of four deputies. The post holder will be part of the wider executive management team.

Main duties of the job
The postholder will:
Lead the development and delivery of systems that promote professional support, development and governance for medical staff across the Trust. This will include designing, implementing and evaluating mentoring and buddying arrangements for doctors requiring additional support and newly appointed consultants; supporting the induction and integration of doctors joining the organisation; overseeing the quality assurance of medical appraisal processes; developing and delivering training for appraisers and appraisees; developing and deliver

Key Responsibilities

1. Responsible Officer Duties

• Fulfil all statutory RO duties under the 2010 Regulations
• Oversee medical revalidation with a focus on accuracy, timeliness and reducing unnecessary burden (current number of doctors c.300)
• Make recommendations to the GMC and support decision-making in cases of concern
• Ensure robust governance systems are in place to support medical performance and fitness to practise

Medical Professional Standards Leadership

• Appraisal
• Ensure a flexible, high-quality appraisal process with sufficient trained appraisers
• Lead on training of appraisers
• Lead on quality assurance of appraisers
• Develop community of practice for appraisers
• Embed kindness, learning and quality assurance in appraisal delivery
• Behavioural and Performance Concerns
• Act as a point of early support for doctors managing other doctors, through mentoring and coaching
• Provide senior medical leadership for MHPS processes, ensuring consistency, compassion, and alignment with patient safety
• Work with Regional Post Graduate Dean regarding professional standards of Resident doctors
• Provide senior medical leadership for Trust HR policies and procedures
• Be trained or willing to train as a Case Manager and Case Investigator
• Mentoring and Support for Doctors in Difficulty
• Develop and lead a Trust-wide buddying or mentoring approach for doctors undergoing formal processes or needing peer support
• Governance and Learning
• Maintain comprehensive records and data on concerns and resolutions
• Identify trends and contribute to organisational learning and culture change
• Provide report to Committee of the Board
• Join the Chief Medical Officer and the other Deputy Chief Medical Officers in supporting medical staffing functions
• Personal and professional
• Promote and influence the vision, values, and strategic objectives of the Trust
• Undertake regular reviews of objectives and performance with the Chief Medical Officer
• Keep up to date with Mandatory and Statutory Training
• Engage in agreed Professional Development with respect to leadership and management
• Engage in a joint annual job planning meeting with the Chief Medical Officer

Person Specification
Qualifications
Essential

• Be a GMC licensed medical practitioner for more than 5 years in the NHS
• Personal Appraisals x 5

Desirable

• Postgraduate qualification in leadership and management
• Have been or are currently an appraiser or trainer/educational supervisor/ or a Responsible Officer in a different organisation

Experience
Essential

• Have been revalidated at least once
• Management/leadership experience in the NHSExcellent understanding of good governance regarding Professional Standards, Revalidation and Appraisal

Desirable

• Experience of implementing service change/ reconfiguration and modernisation services
• Experience of managing complex professional standards or medical governance matters
