Job summaryThis senior role will work as an interface between Finance, Transformation and the Programme Management Office (PMO), to support the development, delivery and assurance of the ICB's financial recovery, productivity and value improvement agenda. You will also take a lead on the development, coordination and assurance of system-wide financial recovery, productivity and value improvement information across the Devon system.
You will contribute to ensuring that the NHS finances are well run and provide value for money.
As part of your role, there will be a requirement to work in a matrix and flexible way across multiple areas/teams to support business needs as well as working with system partners to identify, develop and deliver sustainable financial improvements through the provision of robust financial analysis, benefits realisation and effective governance.
Main duties of the job- Produce monthly system financial reporting, initially for Devon and expanding to a peninsula view as Devon and Cornwall ICB clustering develops, highlighting issues for escalation and incorporating lead and lag indicators.
- Produce weekly and monthly CIP reporting across ICB and providers, providing specialist analysis and assurance on 2026/27 delivery and supporting identification of 50% of the 2027/28 CIP programme by the end of September 2026.
- Support value-based commissioning, ensuring decisions maximise population health outcomes and use of available resources.
- Develop monthly Financial Oversight Group reporting, including drafting the Chair's summary and KLOEs, drawing out key insights and conclusions.
- Ensure financial reporting, analysis and plans triangulate finance, workforce and performance information.
- Develop productivity and benchmarking analysis, using available national data and the 2019/20 baseline, to identify improvement opportunities and reduce unwarranted variation.
- Work with NHS England to maximise BI/database resources and develop automation of reporting and processes.
- Support the 2027/28 planning process and Devon Investment Panel.

Person SpecificationQualifications and trainingEssential- Educated to masters' level or equivalent level of experience of working at a senior level in specialist area.
- Evidence of continued professional development.
- Qualified CCAB accountant
- Member of relevant professional bodies, if applicable.
Knowledge and skillsEssential- Specialist knowledge of NHS financial management, financial recovery, productivity, value improvement and benefits realisation, acquired through professional qualification and significant post-qualification experience.
- Must have an understanding of the background to and aims of current healthcare policy and appreciate the implications of this.
- Ability to support the budget setting for a number of teams/services across a directorate.
- A strong understanding of the relationship between NHS organisations and wider system, regional and national organisations.
