Job summary
The NHS Continuing Healthcare team are looking for Clinical Team Leads, band 7 to join our team. We have a number of hours available and would be happy to discuss hours with the successful candidates. The Clinical Team Lead is a senior leadership role in the NHS CHC team, you will act in a specialist role, with subject matter expertise in the field of NHS Continuing Healthcare, providing advice to a wide range of stakeholders on NHS CHC policy and related issues. You will promote clinical excellence, support staff development, and ensure compliance with statutory, governance, and quality standards. taking responsibility for delivery of the clinical functions of part of the NHS CHC service across Norfolk and Suffolk. You will be taking on this role at a time when two large teams are merging, and supporting with implementation of a new operational mode of NHS CHC delivery, and you will be critical to this work.

We have a number of Clinical Leads who manage specific functions within the CHC team. These roles are rotational when required.

This is an exciting time to take the opportunity to step up to a senior role.

Main duties of the job
  • Responsible for managing a team of staff within the NHS CHC team including completion of supervision, personal development plans and reviews, sickness absence reviews and managing performance.
  • To review NHS CHC assessments (including retrospective assessments) and reviews completed by clinical staff, focussing on providing feedback for quality improvement purposes and making decisions on eligibility for funding on behalf of the ICB.
  • To work with the Local Authority adult social care team to resolve any disputes in line with the ICB and Local Authority Joint Working Policy.
  • Responsible for ensuring individuals have a care and support plan that is person-centred and outcome-focussed where they have been deemed eligible for NHS funding, supporting the team in ensuring that the agreed package of care and support/personal health budget meets the individuals assessed needs and providing sign off for care packages and budgets in line with agreed limits.
  • To conduct the local resolution process where eligibility decisions have been challenged.
  • To support with and be involved in the process of making applications to the Court of Protection or Responsible Body for authorisation of Deprivation of Liberty, including consideration of the necessity and proportionality of proposed deprivations.
  • To provide high quality professional advice, guidance and expertise to members of the NHS CHC team and wider stakeholders.

Qualifications
  • Registered Nurse (Adult, Mental Health or Learning Disability) with active NMC Registration.
  • Evidence of continuous professional development.
  • Academic or professional qualification at degree level or equivalent experience.
  • Management qualification.

Desirable
  • Qualified Professional Nurse
  • Advocate (PNA)

Experience
  • Experience working at a band 6 level or above, including supervising and delegating of work and supporting others to improve performance, learn and develop.
  • Demonstrable experience and knowledge of current key policies and priorities within the NHS and Social Care including current reforms.

  • Ability to analyse and interpret information, pre-empt and evaluate issues, and recommend and appropriate course of action to address the issues
  • Problem solving skills and ability to respond to sudden unexpected demands

  • Excellent written and verbal communication skills including providing and receiving complex, sensitive or contentious information to a wide range of stakeholders.
  • Ability to chair meetings and present to a wide range of stakeholders.
  • Excellent report writing skills.
  • High level planning and organisational skills, utilising a flexible and adaptable approach to prioritising own and others workload to meet deadlines.
  • Excellent time management skills.
  • Effective interpersonal and negotiation skills enabling effective communication with patients, professionals, colleagues, partner agencies, providers and carers.
  • Ability to work under pressure and meet deadlines.
  • Able to work effectively in a team with a high degree of self and political awareness.

Knowledge
  • A good understanding of the Mental Capacity Act 2005, safeguarding adults guidance and their application.
  • High level of knowledge of National Framework for NHS Continuing Healthcare and NHS-funded Nursing Care and its implementation.

  • Ability to engender trust and confidence and demonstrate integrity in the provision of advice and support
  • Skills for managing projects ensuring they meet financial targets.
