Job summary
We are seeking an experienced and motivated individual to join Norfolk and Suffolk ICB as a Bank Facilitator Trainer, delivering the Oliver McGowan Mandatory Training in Learning Disability and Autism.

This nationally recognised programme supports the health and care workforce to deliver safe, inclusive, and person-centred care.

Main duties of the job
Role Overview
You will play a key role in delivering Tier 2 face-to-face training across the Norfolk and Suffolk ICS. Working as part of the Oliver McGowan Training team, you will co-facilitate sessions alongside Experts with lived experience.

Key Requirements
  • Accredited Oliver McGowan Facilitator Trainer
  • Strong knowledge and experience of working with people with a learning disability and autistic people
  • Experience delivering training or facilitation in health or social care

Key Duties
  • Deliver engaging, high-quality Tier 2 training sessions
  • Work in co-production with Experts with lived experience
  • Support staff to embed inclusive, compassionate care in practice

About us
We manage an annual budget of £4.9billion to commission safe, highquality and accessible health services for 1.7million people living in Norfolk and Suffolk.

We work with hospitals, GP practices, dentists, pharmacies, community, mental health and ambulance services, alongside local councils and voluntary organisations, to improve care. We involve local communities in shaping decisions and use their insights to improve services. As a statutory NHS organisation, we are accountable to NHS England and the UK Government.

Our role is to ensure services meet current and future needs by setting local NHS strategy, allocating funding, maintaining quality and safety standards, improving access, reducing health inequalities and enabling joinedup care.

Norfolk and Suffolk include rural, coastal and deprived communities, with an olderthanaverage population. Around half of residents live in rural or coastal areas, where access can be harder, and about 219,000 people live in the most deprived areas, where early deaths are significantly higher. Person Specification
Experience
Essential
  • Clear experience of proficient and successful delivery of face-to-face training in health and social care or similar environment.
  • Experience delivering high quality services to people with a learning disability and autistic people in a professional role such as RNLD, OT or social worker, or can demonstrate an equivalent level of skills, knowledge and experience
  • Has an up-to-date working knowledge of the fields of autism and learning disability and is familiar with current health inequality issues as identified in the NHS Long Term Plan.
  • Has experience leading and developing quality practice in others.
  • Robust experience, understanding and application of the Mental Capacity Act 2005 within in a health and/or social care environment or similar.
  • Robust experience and understanding of the Human Rights Act 1998, the Autism Act 2009, The Equality Act 2010, UK legal valid consent laws and DNACPR case law.
  • Commitment to own professional development.

Qualifications
Essential
  • Educated to degree level in relevant subject or equivalent level of experience of working at a similar level in specialist area.
  • A relevant teaching qualification such as Diploma in Teaching in the Lifelong Learning Sector (DTLLS), Multi professional support of learning and assessment in practice or an equivalent.
  • Accredited as an Oliver McGowan Facilitator Trainer.

  • Work flexibly in accordance with the needs of the post, including occasional evening and overnight stays away from home.
  • An ability to travel to dispersed locations without restriction.
  • An ability to work from home.
  • May be required to travel to ICB offices and venues within and outside the ICB area as required

Essential
  • Knowledge and experience of a variety of learning and development methodologies and their application, in particular coaching, action learning, and facilitation.
  • Knowledge and understanding of the learning cycle and its application.
  • Excellent knowledge and understanding of learning disability along with current issues, trends and priorities within the social care sector including relevant legislation.
  • Excellent knowledge and understanding of Autism along with current issues, trends and priorities within the health and social care sector including relevant legislation such as the Autism Act 2009.
  • Knowledge of health and social care sectors and current and emerging trends that constitute best practice in delivering health and social care support.

Skills
Essential
  • Excellent time and project management skills to ensure the training is delivered on time, with all learning outcomes adequately addressed.
  • Proven ability to deliver a wide range of highly effective training and learning interventions to a wide variety of health and /or social care audiences.
  • Skilled in the facilitation of learning through a variety of means related to a deep understanding of differing learning styles and support needs.
  • Ability to give objective, accurate, consistent and timely advice in relation to health and social care learning and development, within the scope of this role.
  • Ability to persuade and influence learners attitudes at a range of levels.
  • Excellent presentation skills.
  • Ability to co-facilitate with experts with experience.
  • Ability to work in a self-directed manner as part of a distance-managed team, utilising good organisational skills to prioritise and manage workload.
  • Excellent IT skills including use of PowerPoint, Word, Outlook and Excel.
