Clinical Contracts Manager – Police Custody HealthcarePHL group are looking for an exceptional
Clinical Contracts Manager to lead custody healthcare services where clinical excellence meets commercial accountability. This is a rare hybrid role for a senior healthcare professional who’s just as comfortable in a boardroom discussing KPIs and financial performance as they are leading a multidisciplinary clinical team through complex, high-stakes decisions.
You’ll hold full accountability for both contract performance and clinical governance — leading the Lead FME, Lead HCP, and wider clinical team to consistently exceed contractual obligations while keeping patient-centred care at the heart of everything the service does. You’ll be the key link between operational delivery and strategic direction, and the main point of contact for our client organisation.
As an advanced practitioner with master’s level education, you’ll bring genuine clinical credibility — autonomous decision-making, deep expertise, and a real understanding of what good governance looks like on the ground — combined with the commercial acumen to manage budgets, hit KPIs, and drive continuous improvement.
What You’ll Be Doing- Leading the contract – owning performance, governance, and the client relationship end to end
- Leading the team – recruiting, developing, and supporting a multidisciplinary clinical workforce, including Nurses and Paramedics
- Driving governance – embedding robust clinical governance frameworks in line with PACE, HMICFRS, CQC, and other regulatory standards
- Shaping culture – building a high-performing, values-led environment where patient safety and staff wellbeing go hand in hand
- Staying clinically active – maintaining your own registration and undertaking clinical shifts as needed, so you lead from experience, not just from a desk
What We’re Looking For- NMC/HCPC registration, with at least 4 years’ experience in custody/forensic healthcare and 6+ years post-qualification
- Proven experience operating autonomously as an advanced practitioner, across all four pillars of advanced practice
- Senior-level leadership experience in a complex organisation, ideally running a business unit with £1m+ turnover
- A track record of strong contract, stakeholder, and change management across matrix and hierarchical environments
- Level 3 safeguarding knowledge, and the ability to obtain enhanced DBS and Police clearance
