Sandwell and West Birmingham NHS Trust is seeking an exceptional leader to join our Leadership Team as Medical Director.

Main duties of the job
As a member of our Leadership Team, you will provide visible leadership across the organisation, ensuring the delivery of safe, high-quality, responsive and financially sustainable services. You will be responsible for the professional leadership of the medical and dental workforce and ensure the provision of safe, compassionate, and innovative care to patients is at the heart of Trust services.

You will be an experienced leader with a strong track record of delivering excellence within a large and complex healthcare organisation. You will have successfully led transformational change, delivered quality and safety improvements, developed high-performing teams and built strong relationships with clinicians, staff and external partners.

Job responsibilities
Principal Duties & Responsibilities
Corporate
  • Support the Group Chief Medical Officer in the discharge of statutory responsibilities.
  • Provide leadership for the development and delivery of the Trust's clinical strategy and corporate objectives.
  • Be a role model that actively promotes Trust values and improvement culture and equality, diversity and inclusion in service delivery and employment practices.
  • Provide expert medical and clinical advice to executives, leaders and relevant committees on medical and dental issues, statutory requirements, changes in clinical practice and the provision of clinical services.
  • Ensure clinical objectives are aligned with quality, workforce, operational and financial plans.
  • Hold the role of Responsible Officer and Caldicott Guardian for the Trust.
  • Accountable for undergraduate and postgraduate medical education ensuring it is aligned with regulations and standards to provide high quality education and training for doctors and medical students at the Trust.
  • Support the Group Chief Medical Officer in providing strategic leadership for research and innovation that improves patient outcomes.
  • Participate in the Director On-Call rota.

Medical Professional Leadership
  • Provide professional leadership to doctors across the Trust fostering an inclusive and high performing medical culture.
  • Provide visible, professional leadership that models the behaviours and professional standards expected of everyone.
  • Ensure robust governance and processes for consultant appointments, job planning, medical appraisal and revalidation, performance management and professional development.
  • Support productivity, workforce sustainability and service quality through effective medical workforce planning and consultant engagement.
  • As Responsible Officer, ensure that satisfactory governance and processes are in place for medical appraisal and revalidation.
  • Promote continuous improvement and excellence in clinical services through the clinical strategy.
  • Promote a continuous improvement culture that encourages and supports the use of initiative, individual and team responsibility and open communication.

People
  • Lead on medical workforce plans that provides a skilled and productive medical workforce that is clinically and financially sustainable and ensures that relationships between clinical disciplines is positive and supports clinical outcomes and the patient experience.
  • Promote the reduction of locum medical and agency usage within the Trust whilst maintaining safe services.
  • Ensure job planning processes aligns to the needs of service delivery.
  • Act as Chair for the Local Negotiating and Consultation Committee (LNCC).
  • Ensure appropriate processes are in place for annual appraisal of MDO Leadership Roles.

Governance and Quality
  • In conjunction with the Director of Nursing support the clinical quality and patient safety agenda to ensure effective clinical governance arrangements are in place to provide assurance on clinical care.
  • Ensure that quality governance and learning from incidents and complaints are embedded across the Trust.
  • In conjunction with the Chief Pharmacist provide oversight of medicines management governance and safe prescribing.
  • Provide medical oversight for Learning from deaths.

Person Specification
Qualifications
Essential
  • Has GMC registration with specialist registration
  • Evidence of continued professional development

Desirable
  • Management qualification, MBA or equivalent

Knowledge
Essential
  • Understanding of the regulatory requirements of the NHS England Operating and Oversight Frameworks
  • Strong understanding of Information Governance and regulatory frameworks
  • Sound knowledge of Equality and Diversity and the impact on patient, visitors and staff
  • Knowledge of the role and statutory requirements of the Responsible Officer
  • Good understanding of research and medical education agendas

Experience
Essential
  • Significant medical senior leadership experience within the NHS with responsibility for clinical quality and safety agendas
  • Demonstrable experience in leading on delivery of large-scale strategic objectives through transformation and redesign with measurable outcomes
  • Demonstrable experience of leading improvements in quality, safety, performance and patient outcomes
  • Experience in the management of people-related issues affecting medical and dental staff, including performance management, professional conduct, capability and employee relations processes

Desirable
  • Evidence of collaborative partner working at a senior level across the wider healthcare system
  • Experience of budget management and delivery of performance targets within financial controls
  • Experience in management of revalidation, medical appraisals

Skills
Essential
  • Demonstrate a commitment to our Trust values and creating a diverse and inclusive workplace that is free from discrimination and where people feel they belong, and their contribution is valued
  • Highly developed communication skills, to include but not exclusively, mediation, negotiation, consultation, facilitation, presentation, training, and coaching skills using well developed interpersonal skills to influence, inform, reconcile differences, and resolve conflicts
  • Ability to work in an environment with frequent interruptions, and with stressful, unpredictable situations including responding to and solving urgent and emergency situations daily
  • Ability to analyse complex data and information, including preparing responses to complex reports and policies, weighing risks and forming judgements often within tight timescales
  • Ability to resolve complex problems, be solution focused and demonstrate a high level of persuasive and influencing skills in a fast-moving environment

Desirable
  • Imaginative and innovative in developing new ways of working to meeting patient care and service needs
