Job summary
We are seeking an exceptional leader to become our Organisational Resilience (Service Manager) providing strategic leadership for Emergency Preparedness, Resilience and Response (EPRR), business continuity and organisational resilience across the Trust. This is a high-profile role with direct responsibility for leading the Trust's approach to preparedness, response and recovery, ensuring we can continue to deliver safe patient care during major incidents, service disruptions and wider organisational challenges.

Reporting to the Chief Operating Officer as the Accountable Emergency Officer, you will provide expert advice to Executive Directors, senior clinical leaders and Trust committees while leading the Trust's EPRR assurance programme and resilience agenda. You will lead a specialist team, work closely with clinical and corporate services, and represent the Trust across local, regional and national resilience partnerships. You will be equally comfortable working through others on operational issues, developing strategy, providing assurance and supporting command arrangements during business continuity issues incidents.

Qualifications
Essential

• First Degree or equivalent
• Post graduate module / qualification or equivalent
• Working towards an Emergency Planning qualification

Desirable

• Emergency Planning / Business Continuity qualification
• Management and Leadership qualification

Experience
Essential

• Experience of leading and managing a similar large operational service ideally within an Acute NHS or wider healthcare sector setting
• Experience of building a team and developing strong relationships across a wider organisation
• Experience of leading and delivering large scale service improvement or change initiatives including service redesign, including business case writing and presentation.
• Extensive staff recruitment and management experience, including workforce planning & line management responsibilities, including application of HR policies.
• Experience of financial planning and monitoring of income and expenditure budgets, including the design and delivery of large cost improvement programmes
• Ability to negotiate and influence staff at all levels of seniority including immediate management, senior executive members and clinical teams.
• Experience of leading the development and implementation of strategic service plans, including ability to translate complex data and information to clinical teams
• Experience of managing within a complex organisation and balancing multiple objectives successfully

Desirable

• Demonstrating and teaching experience, adaptable to the EPRR subject matter

Further Training (specialist / management previous job training)
Essential

• Experience of responding to, and managing, an incident occurring within a large organisation requiring the response from a number of different teams
• Evidence of implementing the national Emergency Planning Resilience and Response requirements as defined by the Civil Contingencies Act 2004
• Comprehensive understanding of the statutory and legislative obligations of Trust with regard to Emergency Planning Resilience and Response.
• Development of emergency planning resilience and response plans continuity plans.
• Collaborative working with all Category One Responders and the wider heath community, including multi agency exercises.
• Willingness to undertake further development and training to maintain and enhance professional expertise.

• Ability to develop, maintain and put into action emergency or business continuity plans and procedures during an emergency situation and to ensure integrity and representation of the Trust is maintained.
• To lead formal de-briefs with clinical and non-clinical staff following incidents within the Trust
• Be able to organise, facilitate and deliver tabletop and real time exercises, presentations to a wide range of staff at different organisational levels

• A thorough knowledge of the NHS organisational and clinical systems and processes.
• Ability to interpret and collate complex data from a variety of sources
• An ability and interest in coaching staff to improve performance, promote development and career progression.
