Job summary
The Quality, Governance & Performance manager will work as part of a senior leadership team to ensure delivery of clinical excellence, patient safety and regulatory assurance. Leading, innovating, and supporting the development of improved clinical performance and compliance in service delivery across the mental health inpatient service line.

Main duties of the job
The postholder will:

Lead the development of a culture of high-quality practice that both meets the needs of the service users and provides assurance across the service, ensuring that quality, governance, and performance is owned by all staff.
  • Establish robust and effective clinical governance frameworks at Care Group level to ensure risk registers, incidents and serious incidents, quality standards and regulatory requirements are reviewed, updated and necessary improvement action is taken as required.

To work closely with other Trust Care Groups ensuring reports are shared and reviewed including, Learning Disabilities and CAMHS to provide assurance across the Barnsley Integrated Care Group and with internal and external partners.

To be responsible for implementing and monitoring of agreed Care Group / Trust quality priority performance indicators.
  • To be responsible for implementing and monitoring of agreed trust priority programme quality performance indicators across the Care Group.
  • To be responsible for the implementation, monitoring and evaluation of the corporate quality improvement and patient safety strategies across the Barnsley Care Group.

Job responsibilities
JOB SUMMARY
The Quality, Governance & Performance manager will work as part of a strategic Trio engaging with operational managers, clinical professional leads and a number of key partners and stakeholders, for the delivery of clinical excellence, patient safety and regulatory assurance. Leading, innovating, and supporting the development of improved clinical performance and compliance in service delivery across a range of healthcare services provided by the Barnsley Integrated Care Group within South West Yorkshire Partnership Foundation Trust.

KEY RESULT AREAS:
The postholder will:

Lead the development of a culture of high-quality practice that both meets the needs of the service users and provides assurance across the service, ensuring that quality, governance, and performance is owned by all staff.
  • Establish robust and effective clinical governance frameworks at Care Group level to ensure risk registers, incidents and serious incidents, quality standards and regulatory requirements are reviewed, updated and necessary improvement action is taken as required.

Provide key assurance to Trust Board, analysing complex evidence and providing reports and evidence that the Barnsley Care Group is delivering safe care.

Be accountable for ensuring the services have robust systems and processes in place to meet all regulatory and compliance requirements.

Support the Care Group and Trusts commitment to service users, carers and public involvement in the way services are planned, developed, and provided incorporating issues of equality and diversity in all aspects of work.

Ensure that learning identified in serious, clinical, and disciplinary investigations is implemented in practice and shared internally and externally.
  • Initiate, lead, and participate in projects and areas of quality and governance work, which reflects clinical, professional, and corporate objectives.

Contribute to the overall financial management of the Trust, by utilising influence to ensure the Care Group service lines are delivered efficiently, effectively and represent good value for money. To be accountable for delegated budgets within the service lines applying principles of financial governance.
  • Provide supervisory advice and have oversight of operational and performance management in relation to Quality and Governance issues.
  • Work closely with the Trust quality teams directorate to ensure all elements of safety, effectiveness and service user experience are aligned with the Trusts and Care Groups strategic quality objectives and processes.

1.1Care/service/function provision:
Provide specialist advice, concerning the provision of care or treatment of service users, to clinical teams regarding physical and mental health where appropriate and linked to quality

Occasional contact with service users.

Ensure clinical teams are involving service users and carers sufficiently in their care to meet governance standards and provide a quality service in care delivery.

Develop links with service users/carers in supporting a culture of quality improvements in the Care Group.

Lead and support staff in monitoring, evaluating, and improving quality and service user experience where appropriate.

Assume responsibility for risk issues within the clinical environment, ensuring corrective action is taken and clinical risk is managed. Ensure systems are in place for learning from incidents both across the Care Group and Trust wide.

Lead translation and implementation of strategic national guidance such as NICE Clinical Guidance, into the clinical and operational practice across the Care Group.

Review and apply the Risk Management Assurance Framework.

A key player in the development of a patient safety culture which empowers staff to engage in service changes and conforms to the quality and governance agenda.

Where appropriate constructively challenge current ways of service delivery in relation to patient safety which are not consistent with a quality service.

Identify and ensure investigation into poor quality promptly, identifying contributing factors and agreeing methods for addressing them.

Develop and communicate innovative ways of working and upholding the Quality Standards, driving change and ensuring measurable quality standards and outcomes are achieved.

Celebrate and reinforce developments, improvements, successes, and achievements within the organisation from a quality perspective and encourage opportunities to do so outside of the organisation proactively encouraging applications for awards as appropriate.

Identify any actions for continual quality improvements across the services.

Promote and support staff to embed tools and techniques which support safe, effective, and excellent clinical practice in services across the Barnsley Care Group.

Lead the development, implementation and review of Trust policies and Barnsley Care Group pathways and procedures, to ensure governance standards are fully represented in policy and practice delivery.

Be responsible for ensuring care group services adheres to the CQC regulatory standards.

Ensure the care group has a robust governance system in place which monitors the quality of care, identifies gaps, and responds to system failures in a timely manner at a service and Care Group level.

To work closely with the Clinical Leads and General Managers to manage resources effectively to meet governance and safety requirements.

Participate in quality monitoring visits across the organisation.

Manage, monitor, analyse, review, and evaluate the delivery of key patient safety and quality strategies to ensure implementation within agreed timescales.

Through critical reasoning identify risks or constraints to deliver against patient safety and quality strategies, managing any risks arising.

Formulate and recommend solutions for the mitigation and management of risks to the Care Group and wider Senior Leadership Teams.

Interpret a broad range and significant volume of complex information, preparing intricate performance analyses, evaluating a range of alternative options, and proposing solutions.

Produce reports and summary reports of activities, actions and learning outcomes for the Care Group and Trust wide Executive team.

Lead the development of a quality and governance framework for the Care Group.

Develop robust service quality plans (operational framework) that encompass the needs of teams within the Care Group and Trust with clear objectives, milestones, and risk management strategies.

Co-ordinate the delivery of the service line quality project plans, ensuring that priorities are met.

Develop an effective system for tracking progress against the Care Group and service quality strategies ensuring plans remain focused on the realisation of the agreed strategic vision.

In partnership with senior management TRIO ensure that effective governance structures are established in the Care Group.

Make recommendations to the Trust on training needs as appropriate in relation to quality and governance.
  • Lead the development of meaningful metrics that measure and monitor quality standards related to clinical practice and the quality and governance agenda.
  • Analyse, review and evaluate performance information linked to the quality of service delivery.
  • Present performance reports to services to support remedial action where actions and targets are not achieved highlighting best practice.
  • Develop knowledge management tools to enable the sharing and spread of information in innovative and effective ways across the Care Group/wider organisation.
  • Undertake complex audits, including collation of results and presentation of findings.
  • Work closely with clinical teams to develop robust audit protocols and standards to inform the quality of practice and service provision.
  • Promote and lead the use of evidence-based care as a vehicle for best practice.
  • Investigate new strategies, methodologies and technologies and evaluate their relevance.
  • Undertake research into best practice using communication and implementation, where appropriate.

Training
Essential
  • Substantial experience of leadership experience at Band 8a or above within the Quailty and Governance or Professional Directorate field of practice.
  • Evidence of developing staff and setting and monitoring of quality and governance standards.
  • Ability to work as part of a large multi- professional team, across the care group and professional directorate.
  • Experience of developing and delivering quality and governance frameworks and strategies linked to care delivery systems.

Desirable

Qualifications

  • 1st level degree in health care.
  • Masters degree or equivalent experience at masters level.
  • Professional qualification, e.g. Nurse, Occupational Therapist, Social Worker.

  • Post registration clinical qualification in relevant area that has enhanced clinical practice.
  • Post registration management/ leadership qualification, or willingness to undertake same.
  • Post registration leadership qualification.
  • Coaching qualification or willingness to undertake same.
