Job summary
The States of Guernsey are looking for a Consultant Psychiatrist to join the Mental Health Service.This is a full-time post for a Consultant in Adult Psychiatry covering the single adult inpatient ward and also providing 2 sessions as Primary Care Liaison.

Main duties of the job
This is a full-time post for a Consultant in Adult Psychiatry covering the single adult inpatient ward, and providing 2 sessions in the community, the details of which will be determined by service development.

The post will be based at the Oberlands Centre, where all the Mental Health Teams and Inpatient Wards are located.

Crevichon Ward is the islands only Adult Inpatient Ward, which is therefore general by necessity.

It has 14 beds on the main ward, with 2 in extra care and 1 in high care, for those in need of a separate environment.

There is also a seclusion room. All rooms are single occupancy, with en-suite facilities.

The ward has an average occupancy of between 60-70% and has an experienced, dedicated Associate Specialist, purely covering the inpatient ward.

This post will also have 2 sessions dedicated to Primary Care Liaison, spread between the 3 on island GP practice groups and the island of Alderney.

The Clinical Director and Associate Director are responsible for agreeing the job plan with the applicant and Consultant colleagues.

Job responsibilities
The main duties and responsibilities of the post-holder are set out below.

To work with the team, Clinical Director and Associate Director Lead Consultant and Senior Service Manager to provide an effective clinical service, within the general discipline of Adult Mental Health

This role includes an on-call commitment, currently 1:6, supporting an Associate Specialist who is 1st on call.

To co-ordinate annual/study leave with the Clinical Director to always ensure adequate medical cover.

To work with Adult Mental Health and Primary Care colleagues to set up a Primary Care Liaison Service. This is anticipated to be 1 day of clinical commitment per week, based within Primary Care, rotating round practice groups.

This would primarily be supporting GP colleagues, giving advice on patient management and on occasion reviewing cases, with a view to supporting them to remain under GP.

Urgent clinical work occurring in the absence of a colleague will need to be covered by mutual agreement with other medical staff in the speciality.

To carry out such teaching, examination and accreditation duties as are required and contribute to postgraduate and continuing medical education activity (including non-medical staff).

To actively participate in clinical audit and in continuing medical education to Royal College and other appropriate standards.

To participate in research wherever practical and appropriate.

To contribute to the effective overall management of the Mental Health Service.
To participate in relevant HSC planning teams, when requested to do so. Where it is agreed between the parties, to undertake work on behalf of the HSC or services provided by the Department for other agencies, e.g. the prison service.

This excludes work done under a direct arrangement between an individual Consultant and a third party e.g. Category 2 arrangements).

To comply with arrangements for annual appraisal and revalidation.

Person Specification
Qualifications
Essential
  • Full registration with General Medical Council
  • Possession of MRCPsych or equivalent
  • Name on Specialist Register or equivalent, with CCT in General Adult Psychiatry

Experience
Essential
  • Wide and recent experience of General Adult Psychiatry
  • Experience in managing high risk and complex mental health issues
  • A proven record of clinical leadership
  • A proven record of providing continuity of care within a substantive post
  • Experience of multi-disciplinary team working
  • Relevant teaching and continuing medical education activity
  • Evidence of a commitment to quality e.g. clinical audit
  • Experience in research activity
  • Ability to contribute to the effective overall management of the mental health service
  • Evidence of recent continual professional development
  • Excellent interpersonal skills

Desirable
  • Section 12 Approval
  • Previous experience at Consultant level
  • Inpatient and Community experience
  • Experience of service development
