Job summary
Thames Valley Integrated Care Board is looking for a Data Engineer to help build the modern data foundations that enable integrated, intelligence-led care across our system.

This is a broad, cross-cutting role, supporting data engineering across the full breadth of the ICB's analytics function -- commissioning, Connected Care, population health, and planning and performance. You'll play a key role in developing our secure, cloud-based enterprise data platform, ensuring that high-quality, trusted data flows seamlessly across organisational boundaries to support population health management, operational performance, system integration and emerging AI-enabled services.

You'll be part of the ICB's data engineering capability, supporting analytics and decision-making across every part of the organisation -- from commissioning and planning & performance through to population health and Connected Care -- for 2.5 million people across Buckinghamshire, Oxfordshire and Berkshire.

Main duties of the job

• Engineering scalable, resilient data pipelines that underpin system-wide analytics and decision-making.
• Designing and implementing robust ETL/ELT solutions using Microsoft Azure or equivalent cloud technologies.
• Integrating complex clinical, operational and corporate datasets across commissioning, Connected Care, population health and planning & performance.
• Improving data quality, automation and platform performance across a large, multi-organisational environment.
• Applying modern engineering and DevOps practices to ensure secure, cost-effective and future-ready solutions.
• Collaborating with architects, analysts, digital teams and clinical leaders to translate transformation priorities into technical delivery.
• Producing and maintaining clear technical documentation.

Job responsibilities
As a Data Engineer Connected Care (Band 7) you will be at the heart of Thames Valley ICBs digital transformation journey, helping to build the modern data foundations that enable integrated, intelligence-led care across the system.

You will play a key role in developing our secure, cloud-based enterprise data platform, ensuring that high-quality, trusted data flows seamlessly across organisational boundaries to support population health management, operational performance, system integration and emerging AI-enabled services.

The postholder will work closely with the Head of Department and their team to effectively plan, manage, and deliver programme workstreams.

You'll be an experienced data engineer, comfortable working across a wide range of stakeholders and use cases spanning commissioning, population health and direct care. You'll have:

• A degree in a relevant subject or equivalent significant experience working in data engineering, ETL/ELT development or cloud data platform roles.
• Practical experience developing data pipelines within Microsoft Azure or equivalent cloud environments.
• Experience with Microsoft Fabric is desirable.
• Working knowledge of data modelling, database structures and data lifecycle management.
• An understanding of information governance, data protection and secure data processing principles.
• Experience working within NHS, healthcare or public sector data environments is desirable.

Essential

• Educated to degree level in relevant subject or equivalent level qualification or significant experience of working at a similar level in specialist area.

Desirable

• Post-graduate degree in Management Studies or equivalent.

Knowledge, Experience
Essential

• Significant experience of successfully operating in a politically sensitive environment.
• Significant experience in data engineering, ETL/ELT development or cloud data platform roles.
• Practical experience developing data pipelines within Microsoft Azure or equivalent cloud environments.
• Working knowledge of data modelling, database structures and data lifecycle management.
• Understanding of information governance, data protection and secure data processing principles.
• Evidence of ongoing professional development.
• Experience working within NHS, healthcare or public sector data environments.

Desirable

• Awareness of interoperability standards (e.g. FHIR).
• Relevant cloud or data engineering certifications.
• Comprehensive knowledge of project principles, techniques and tools, such as Prince 2 Foundation, Agile and Microsoft Project.
