Job summary
We are delighted to be recruiting for an experienced haematology or oncology pharmacist (6-months fixed term) to join NHS England's team of cancer commissioning pharmacists working across the London region. The post holder will banded at their current Trust banding and salary, and the role is for 0.4 wte - 2 days per week (Monday and Thursday).The post holder will join the other London cancer commissioning pharmacists and the Specialised Commissioning pharmacy team within the London region working in a matrix way. The Cancer Pharmacist remains accountable to their substantive line manager within the Trust, but they will report to NHS England's National Specialty Adviser Cancer Drugs (or nominated deputies) relating to all elements of this role.

Main duties of the job
The post holder will work with the NHS England (NHSE) National Specialty Adviser Cancer Drugs, Deputy Lead Cancer Pharmacists, and the Managed Access Analyst Team, in relation to the commissioning of and access to cancer medicines in the NHS in England. The post holder will provide subject matter expertise to all relevant stakeholders on all aspects relating to the provision of systemic anti-cancer therapy (SACT) services.

The post holder will work with the Managed Access Analyst Team and other relevant parts of NHS England to provide professional expertise in the development of effective strategies related to the provision of SACT services, as described below. They will provide expert advice to the local provider trusts, local NHSE regional teams, the regional CDF teams, and support any regional and national projects on a negotiated basis.

The responsibilities below will be prioritised according to the proportion of time (WTE) as per the agreement to NHS England. This must be done in agreement with the NHSE National Specialty Adviser Cancer Drugs (or nominated deputies) on behalf of the Managed Access Analyst Team.
  • Treatment break requests
  • Exception requests (escalated to national team by exception)
  • Dissemination of information to local provider trusts and regional specialised commissioning teams
  • Have a well-known and advertised means for local escalation (signposting)
  • Dealing with other ad hoc queries or issues from provider trusts
  • Attendance at national team meetings (monthly)
  • Supporting national workstreams by arrangement
  • Expertise to be co-opted in to advise local commissioners where applicable and when capacity allows
  • Link in with cancer alliances as a contact and to disseminate information

Person Specification
Qualifications
Essential
  • MPharm or equivalent
  • Prof Reg with the General Pharmaceutical Council (GPhC)
  • MSc / Diploma in Clinical Pharmacy
  • Extensive knowledge of specialist areas, acquired through post graduate diploma or equivalent experience or training plus further specialist knowledge or experience to master's level equivalent

Desirable
  • Postgraduate oncology qualification
  • MBA/Diploma in Management
  • Member of BOPA/MRPharmS

Knowledge and Experience
Essential
  • Proven experience of good performance in previous posts, where relevant
  • Proven post registration clinical pharmacy/ward pharmacy experience, including delivery of services for cancer patients
  • Experience of training, managing and motivating staff
  • Experience of report writing
  • Experience of preparing drug evaluations
  • Experience of drug usage reviews and audit
  • Experience of project management
  • Experience of working across organisational boundaries
  • Experience of working strategically and translating vision into effective service delivery

Desirable
  • Experience of managing or working in a chemotherapy preparative unit
  • Experience of developing business cases
