Holding managerial responsibility for the effective operational and clinical running of services, ensuring effective clinical delivery and performance management against key performance indicators and financial targets.
Main duties of the jobProvide operational, clinical, and professional leadership to service leads and multidisciplinary teams.
Support the strategic development of services in line with national policy and local health needs.
Develop and improve patient pathways and models of care. Oversee patient flow into, through, and out of community services.
Lead workforce learning, development, and succession planning.
Ensure services are efficient, sustainable, and delivered within budget.
Lead service improvement and change management programmes.
Foster innovation, engagement, and a positive culture that supports high-quality care.
Identify and contribute to business growth and tender opportunities.
Ensure effective performance management and workforce leadership.
Deliver robust financial management, including cost improvement programmes.
Ensure compliance with quality, performance, and regulatory standards.
Represent the service and Trust with external stakeholders. Embed safeguarding within all aspects of service delivery.

Job responsibilities- To deliver effective operational and clinical leadership and direction to the service leads and multi-disciplinary teams
- To support and develop the strategic direction for the service in line with national policies and locally identified health needs
- To support and influence the development of new patient pathways in response to the requirements of the commissioners
- To oversee patient pathways / flows into and out of Community Services
- To manage a range of processes and systems, across the service to support the effective running of the service and patient pathways
- To ensure harmonization of quality care delivery across the service areas
- To lead the Learning and Development plan for services and ensure that developmental requirements are in place for all staff in line with the knowledge and skills framework
- To ensure services are cost effective and delivered within budget
- To lead change management in the implementation of service development
- To create a culture in which innovative ideas can flourish and provide vision and inspiration to enable staff to deliver support effectively

Management of Service Delivery and Service Development- To ensure that services are continually monitored, viewed, and adapted to meet changing service user need and identified commissioning requirements
- To ensure the delivery of clinical and care quality standards and objectives
- To be responsible for implementing service changes when required, ensuring effective implementation with measurable outcomes and agreed timescales
- To ensure that systems are in place to monitor stakeholders' views of services and ensure that service users, carers, relevant community organisations and other key stakeholders are involved in and influence key decisions on service development
- To ensure that the service area contributes fully to the development of the business plan for the Directorate and assists in the setting of strategic objectives for the Service
- To ensure the service area is kept up to date with legislative and policy changes and developments
- As a member of the senior management team, contribute to the establishment of new services that meet national and local requirements
- To facilitate the development of clinical guidelines, protocols, and patient-related policies in partnership with clinicians and other managers within the organization to promote safe and effective patient care
- To support the Director and Assistant Director in the strategic planning of the services, identifying new business opportunities, writing business plans and service specifications as appropriate
- To support the Director and Assistant Director and other senior managers in the development of strategy for adults and older people within the organization
- To deliver service improvement through the further development of multi disciplinary team working
- To participate in local and national clinical networks to promote evidence based clinical developments which improve patient care
- To assume responsibility for further delegated areas of lead responsibility across the Directorate as required by the Assistant Director or Service Director
Management of Resources- To ensure the effective operational running of services, providing a framework for achieving objectives. This will include the development of protocols, local policies and procedures, liaison networks and managerial structures
- To manage a budget within the scheme of delegation and to the agreed accounting standards and procedures, implementing CIP plans as required
- To ensure that issues of equality and diversity are fully considered in service provision
- To ensure that buildings and sites are maintained to agreed standards and meet Health and Safety requirements
- To implement the Trusts information / data procedures and participate in the collection and reporting of statistical information
- To establish systems and practices within the service that deliver against key performance indicators and targets

- To ensure clinical services have robust risk management arrangements in line with organisational policy

Human Resources Management- To actively promote strong and effective leadership within a care quality structure that is built on the principles of open engagement, enquiry and learning
- To develop and implement a leadership structure that safely devolves decision making close to the point of care delivery
- To ensure that effective performance management structures are in place and that all staff have structured supervision and an annual appraisal
- To ensure staff are compliant with their statutory and mandatory training and are provided with learning and development opportunities appropriate to their needs, within financial constraints
- To ensure staffing levels and skill mix fully and effectively meet the needs of the patients, the services and are within best practice guidelines and financial constraints
- To ensure staff are treated fairly and consistently and within the operational policies and procedures applied in the organisation
- To undertake disciplinary investigations as requited and present findings to Hearing Panels
- To provide cover for the Assistant Director during periods of leave / sickness etc.
Communication- To ensure effective communication across the services and with external partners
- To be responsible for ensuring a full and timely response to all complaints and ensure that lessons from these complaints are disseminated within the service
- Undertake investigations for serious incidents, write investigation reports and feed back to service, service users and carers as appropriate
- To develop and sustain relationship management with key stakeholders and partner agencies, such as commissioners, local authorities, Acute Trust, GPs, service user and carer groups, voluntary sector organisations
- To promote the Trusts services and positively enhance the Trusts corporate image internally and with external agencies
- To ensure patient records are in line with standards of practice and Trust policy
- To attend and chair a range of forums relevant to the service and present reports as appropriate
Learning and Development- To take a lead role in the management of training and educational opportunities for staff in the service and to ensure that they are kept up-to-date with legislative and policy changes and developments
- To keep up to date professionally, be familiar with contemporary practice issues, and participate in training programmes identified within personal development plan
- To promote a positive image of the service through development of self and others
- To develop and implement training strategies for the service in line in conjunction with others
- To encourage and support projects, research, clinical audit and surveys as appropriate and to identify relevant projects
- To ensure that service delivery is in line with evidence-based practice
Analytical Skills- Analyse monthly activity information for services provided, taking corrective action to maintain activity targets
- Reflect on and interpret complex information factual situations with require analysis, option appraisal and generation of solutions
- Work with the Assistant Director to monitor Service Specification, contracts relating to the service, CQUIN targets and Key Performance Indicators are delivered
Planning & Organisation- Manage a significant change agenda setting the standard for service delivery within the locality ensuring responsiveness and innovation

- Graduate level education healthcare or healthcare management or relevant experience
- Evidence of on-going personal and professional development
ExperienceEssential- Significant operational management experience of NHS services
- Proven experience of successful financial management
- Demonstrable experience of identifying and delivering Care Quality improvement initiatives
