Job summary
We have embarked on a significant programme to implement a single Electronic Patient Record (EPR) across the Norfolk and Waveney University Hospitals Group (NWUHG), as part of the wider NHS digital transformation agenda.

The group brings together three acute hospital trusts:
  • James Paget University Hospitals NHS Foundation Trust (JPUH)
  • Norfolk and Norwich University Hospitals NHS Foundation Trust (NNUH)
  • The Queen Elizabeth Hospital King's Lynn NHS Foundation Trust (QEH)

This programme represents a major strategic investment in improving patient care, safety, and operational efficiency across our system.

The EPR programme is central to our ambition to modernise services, enhance clinical outcomes, and support our workforce through improved digital capability.

Main duties of the job
The Digital NMAHP will play a key role in the implementation of the Trust's Digital Health Strategy, ensuring the effective and efficient use of healthcare associated technologies to support the delivery of high quality and safe patient care.

Applying knowledge and previous experience of implementing strategies for change, the post holder will build positive and effective working relationships with stakeholders to ensure engagement in the use of technology across the Trust. The Digital NMAHP will promote the adoption of digital working and provide clinical subject matter expertise across a range of projects and programmes. As such the post holder will be supported to spend time in clinical practice to maintain their professional registration.

The post holder will contribute to the design, training, and implementation of systems, analysing inpatient and outpatient processes, and recommending changes to process to achieve increased efficiency and enhanced effectiveness. This will include gap analysis, change impact and lessons learnt whilst supporting the delivery of cost improvement plans (CIPs)

The post holder will be flexible and adaptable and be able to champion and support the safe implementation of new digital solutions. They will raise understanding and awareness of clinical risk management to reinforce the digital clinical safety culture and adherence to the national clinical safety standards

About the Programme, the Norfolk and Waveney University Hospitals Group is implementing a shared Electronic Patient Record across three acute trusts:
  • James Paget University Hospitals NHS Foundation Trust, JPUH
  • Norfolk and Norwich University Hospitals NHS Foundation Trust, NNUH
  • The Queen Elizabeth Hospital King's Lynn NHS Foundation Trust, QEH

Job responsibilities
The successful candidate will play a key role in supporting the delivery of Digital Health transformation programmes across the Trust. Working with clinical, operational and corporate teams, they will lead and facilitate change management activities to ensure the successful adoption and optimisation of digital systems and new ways of working.

Key responsibilities include:
  • Leading change management activities using recognised methodologies to support the implementation of digital programmes and transformation initiatives.
  • Working with stakeholders to analyse, map, redesign and validate clinical and operational processes, ensuring future-state workflows are safe, effective and aligned to organisational objectives.
  • Supporting the design, testing and implementation of new digital solutions, including User Acceptance Testing (UAT), training development and post-implementation support.
  • Providing expert advice, guidance and coaching to clinical and non-clinical staff to support change adoption and continuous improvement.
  • Promoting the effective use of digital technologies to enhance patient safety, quality of care, clinical outcomes and user experience.
  • Acting as a key liaison between end users, project teams, suppliers and system developers, ensuring stakeholder feedback informs system development and service improvement.
  • Identifying, monitoring and escalating clinical safety risks associated with digital systems, ensuring compliance with relevant national standards and governance requirements.
  • Undertaking analysis of complex information and performance data to support decision-making, benefits realisation and service improvement.
  • Leading audits, surveys and benchmarking activities to identify opportunities for optimisation and support the development of action plans.
  • Developing and maintaining high-quality project, change and transformation documentation, reports, standard operating procedures and local policies.
  • Working collaboratively with senior managers, clinical leaders and multidisciplinary teams to ensure successful delivery of programme objectives and sustainable change across the organisation.

Person Specification
Qualifications
Essential
  • Registered Nurse, Midwife or Allied Health Professional on appropriate register e.g. NMC
  • Educated at degree level in a health-related subject or equivalent experience.

Desirable
  • Quality Improvement Certification
  • PRINCE 2 or equivalent
  • Change Management qualification or equivalent
  • Formal leadership and management training
  • Continuing professional development and reflective profile

Experience
Essential
  • Extensive Management and Leadership experience within the NHS or similar.
  • Significant experience in leading organisational change and introducing safer ways of working.
  • Experience in delivering and implementing change.
  • Recent clinical experience and experience of daily operational working in a service setting.
  • Experience of managing staff from different professional backgrounds.

Desirable
  • Knowledge and Experience of working with Quality Improvement Methodologies and Cost Improvement plans.
  • Significant experience of implementing Trust wide Digital Health Systems.
  • Knowledge and experience of DCB0129 and DCB0160 standards.
