Job summary
The Clinical Effectiveness Manager will apply effective programme management principles to deliver a range of clinical effectiveness programmes across the organisation. They will have the ability to react to competing and unplanned priorities, to enable completion of project objectives and key deliverables to be met.

They are required to engage with a wide range of stakeholders (both internally and externally), and will work closely with the wider Patient Safety Team to support work streams in relation to a broad range of clinical effectiveness and patient safety related projects and initiatives, including service evaluations and other data gathering projects to satisfy regulatory requirements

They will be responsible for setting and aligning the team's objectives to the Trust wide patient safety and clinical effectiveness quality and business plan priorities, and will provide leadership, direction and support to the Clinical Effectiveness Team, including day to day management and overseeing personal and team development.

Main duties of the job

• Lead the coordination and delivery of local and national clinical audit activity and other clinical effectiveness programmes at service and organisational level.
• Monitor progress across programmes, provide regular reports on delivery, identify risks and issues, and ensure appropriate actions or escalation are in place where required.
• Oversee the dissemination, pre-registration and delivery of national clinical audits and National Confidential Enquiries, as well as supporting the development of effective operational procedures and governance processes.
• Support the use of clinical effectiveness intelligence to inform wider quality governance and patient safety learning, including alignment with mortality review, Structured Judgement Reviews and learning from deaths processes.
• Work collaboratively with colleagues across Patient Safety and Clinical Effectiveness to help identify themes from audit, incidents, complaints, claims, mortality reviews and other sources of patient safety intelligence, ensuring learning is used to support assurance and improvement.

Job responsibilities

• Deliver and oversee Trust-wide clinical effectiveness programmes, including Trust priority and national clinical audits, Clinical Outcome Review Programmes, National Confidential Enquiries and related quality governance activity.
• Apply programme management principles to plan, coordinate and monitor projects, ensuring delivery within agreed timescales, resources and governance requirements.
• Lead complex audit and clinical effectiveness projects at service and organisational level, including proposal review, planning with services, resource allocation, scheduling and use of relevant systems.
• Oversee national audit dissemination, registration, outlier response processes and action plan development, using negotiation, persuasion and motivational skills to support service engagement.
• Provide regular programme reporting, including contributions to Clinical Effectiveness quarterly and annual reports, the Trust Quality Accounts, assurance reports and regulatory or information requests.
• Review, interpret and present complex quantitative, qualitative and sensitive information to support decision-making, assurance, quality improvement and changes to practice.
• Support alignment of clinical effectiveness intelligence with wider patient safety priorities, including mortality review, learning from deaths, incidents, complaints, claims, suicide prevention workstreams, assurance reporting and quality improvement.
• Develop and maintain operational procedures and governance processes to support efficient delivery of clinical effectiveness programmes and strategic and operational requirements.
• Provide day-to-day management of staff, including sickness and absence management, objective setting, recruitment and selection, performance monitoring, disciplinary processes where required, and staff development.

Person Specification
Education and experience
Essential

• Educated to Masters Degree or equivalent
• Business Management degree or equivalent
• PRINCE2 or equivalent project management
• Experience working in clinical effectiveness/quality governance
• Experience in supporting or managing National clinical audits or confidential enquiries
• Experience managing projects in clinical effectiveness setting
• Knowledge of national quality, NICE, evidence-based practice standards & monitoring compliance
• Experience working in a demanding role with competing priorities
• Ability to interpret and triangulate data from various sources
• Able to prepare clear reports and summaries for governance groups or senior stakeholders
• Experience in leading/managing a team

Desirable

• Certificate, or training in clinical audit/quality improvement
• Experience in programme management
• Highly analytical with ability to interpret qualitative and quantitative data/thematic analysis
